Cornelia Wagner came from an educated bourgeois family. Born in Gottingen in 1864, the daughter of a well-known economist, she studied in Berlin and Rome where she married a Hungarian artist, Franze Packa, in 1890. In 1895, they settled in Berlin where she pursued a successful career as an artist with the support of her husband. The daughter of the national economist Adolph Wagner. She was educated in Berlin with Karl Stauffer-Bern, at the Royal Academy of Fine Arts in Munich with Johann Caspar Herterich and at a private academy in Paris.
She married the Hungarian painter Franz Paczka (Ferenc Paczka, 1856-1925) in 1890. From at least 1891 she had close contact with Max Klinger and often modeled for him. She worked in Berlin from 1895, and was a member of the Association of Berlin Artists (VdBK) from 1896 to 1930.

Cornelia Paczka-Wagner mainly dealt with the representations of women, which, through allegorizing and idealizing, provided her with a heightened, mysterious aura. The artist also created murals and fountains.
...She received numerous prizes, including the Bronzemedaille in Paris (1900) and the honorary award at the International Exhibition for Book Trade and Graphics, Leipzig (1914). She was a member of the German Lyceum Club and the Association of Graphic Designers.
