Sluiter was a member of the Sluiter preacher's family and grew up in Heerenveen (until 1883) and Zwijndrecht (1883) as the son of notary mr. Jan Willem Sluiter (1839-1902) and Johanna Cornelia Hillegonda Suermondt (1846-1931). He married in 1901 with Agatha Anna Louise Nievervaart (1874-1957); from this marriage a daughter Johanna Adriana (1902-1991) was born.
Sluiter developed into a versatile artist. He lived and worked in different places: in Dordrecht and Rotterdam, but also in popular artist's villages like Scheveningen, Katwijk and Laren. Sluiter was a member of many art societies, including Pictura in Dordrecht, Arti et Amicitiae Amsterdam and Pulchri Studios in The Hague.
